EEA licensing context: Since October 2023, Microsoft unbundled Teams from Microsoft 365 and Office 365 Enterprise suites for customers in the European Economic Area (EEA) and Switzerland, in response to European Commission concerns. Enterprise customers in these regions must now purchase Teams separately using a Teams EEA standalone licence alongside their M365/O365 suite. As of November 1, 2025, Microsoft 365 and Office 365 Enterprise suites that include Teams are once again available to all customers — however the standalone Teams EEA SKUs remain available for customers who prefer the separated model.

Cannot replace user licences
Unattended bots may not be used to replicate activities on behalf of unlicensed users. The licence covers autonomous bot activity only — it cannot be used to reduce the number of human user licences required.

Automation data restrictions

What is the Microsoft Teams EEA Unattended License?

Why does Teams need to be licensed separately for bots in the EEA?
Following the European Commission's investigation into Microsoft bundling Teams with Microsoft 365 and Office 365, Microsoft unbundled Teams from its Enterprise suites for EEA and Switzerland customers from October 2023. This means Teams must be purchased as a separate SKU in these regions — including for bot and automation use cases, where the Unattended Licence is the correct product.
What is an unattended bot?
An unattended bot is any automated process or application that interacts with software — including Microsoft Teams — without a human user actively operating it. This includes scheduled tasks, event-triggered automation, RPA workflows, and background service accounts that interact with Teams on behalf of a system rather than a person.
How many licences do I need?
You need one Teams EEA Unattended Licence per unique operating system environment (OSE) where an unattended bot runs. If you have five bots running in five separate virtual machines, you require five licences. Multiple bots running within the same single OSE can share one licence.
